WILMINGTON, N.C. (AP) — Coastal residents fleeing a potentially devastating blow from Hurricane Florence encountered empty gasoline pumps and depleted store shelves as the monster storm neared the Carolina coast with 140 mph (225 kph) winds and drenching rain that could last for days. While some said they planned to stay put despite hurricane watches and warnings that include the homes of more than 5.4 million people on the East Coast, many weren’t taking any chances.

A steady stream of vehicles full of people and belongings flowed inland Tuesday, and North Carolina Gov. Roy Cooper tried to convince everyone to flee.

President Donald Trump declared states of emergency for North and South Carolina and Virginia, opening the way for federal aid. He said the federal government is “absolutely, totally prepared” for Florence.

The National Weather Service says more than 5.4 million people live in areas now under hurricane warnings or watches on the U.S. East Coast.

Another 4 million people are under a tropical storm watch. Assorted bad weather advisories stretched from Florida to Maine on Tuesday evening.

Those facing the most serious threat are in the Carolinas, as Category 4 Hurricane Florence barrels toward the coast, with an expected landfall Friday.

The National Hurricane Center in Miami said Tuesday that a hurricane warning had been issued from South Santee River, South Carolina, to Duck, North Carolina, and the Albemarle and Pamlico Sounds.

A Tropical Storm Watch has been issued from north of the North Carolina-Virginia border to Cape Charles Light, Virginia, and for the Chesapeake Bay south of New Point Comfort,
